How to include a picture/graphic in an e-mail signature

Hello, I am trying to embed a picture in an e-mail signature in Windows Mail. I have saved the signature as a filtered HTML, but when the signature comes up, the graphic file has a box with a red "x" on it without actually showing the graphic. How do I get teh erutcip to show up in the signature?
